Saint Raphael is a parent-run and parent-centered company. We support students by partnering with their parents to advocate for individualized education plans (IEPs) with high expectations. Likewise we support toddlers by partnering with their parents to advocate for effective individual family services plans (IFSPs.) We also offer consultations on plans presently in place and collaborate on plan goals at team meetings.

Saint Raphael’s core mission is to alleviate pressure on parents by being a point of contact for special education questions and advocacy needs. We provide impartial information and custom advocacy services in an efficient manner, responding to the specific needs of the family while conserving precious down time for parents.

We strive for happy IFSP and IEP team meetings which can sometimes be a source of considerable stress for parents. We do this by working closely with parents to understand their child’s strengths and weaknesses and to be a compelling voice for the child at team meetings. We also work to ensure the plans put in place for the child are appropriately ambitious. We are committed to achieving these objectives through respectful dialogue and collaboration with team members.

Jennifer DiCarlo, JD – Founder / Advocate

Jen DiCarlo resides with her family in Saint Louis, Missouri. They are parishioners of Saint Anselm. 

Prior to founding Saint Raphael, Jen DiCarlo worked as a lawyer in Rhode Island and as a special education teacher in New York City before settling into a claims counsel position in the insurance industry, a position she held for over a decade. In that capacity, Jen adjusted professional liability claims against school districts including special education due process hearing complaints. She also participated in numerous settlement conferences and mediations on behalf of their insurance carriers. As a result, Jen has particular insight into how school administrators resolve problems and reach decisions as well as knowledge as to special education best practices. A former teacher herself, Jen holds educators in high regard and to high standards. 

Jen is also a parent who understands firsthand the challenges inherent in advocating for high stakes decisions concerning one’s child in a team setting. In this context, Jen found her professional background instructive at key crossroads, both in selecting the professionals for her son’s evaluations and care and in having the information necessary to make good decisions.  Jen founded Saint Raphael to empower parents with a similar confidence to be proactive on behalf of their child.
